Infobox
I have removed the infobox from this article. Infoboxes are supposed to convey the basic city statistics and information; it is very important that the information in the infobox is accurate, because in many cases it would be all most readers seek. In this case, the infobox was a horrible mix of incorrect terminology, overgeneric map, and plain wrong information. Whoever put it in should be ashamed—this is a great example of how Wikipedia should not be written. Next time, please check the facts. I hope this "info"box was not a part of some volume bot-run, because it took away more value from the article than it added, and I'd hate to see it having been done on the massive scale.—

I want to redo the infobox. Unfortunately, I cannot fix the map (it's a map of all of Russia with Tula labled) and I'm having trouble finding a better one. However, I've looked up as much information as possible on the city. I can put up a new version of the info box and you can verify the info if you want. Most of it is taken from Tula's official site, except the population. Although, I can use Tula's official estimate for 2005 if it seems more appropriate.--

Just as an FYI, there is currently no consensus regarding whether infoboxes should be used in articles on Russian cities/towns at all. I personally have nothing against a well-done infobox, as long as it's not half-empty and half-incorrect such as the abomination I previously removed, but you should understand that there is no established standard layout at this time. You should also realize that Russian official websites are notorious for publishing incorrect and outdated information, so if that's going to be your only source, it'd better not to do the infobox at all. Population figures can be taken from the Census results (estimates are better to be avoided because there is seldom a way to enforce data consistency with other entities), but everything else will definitely need verification beyond the official website.
I added Albany, NY as Tula's Sister City (info can be found on the
Sister Cities International web site). I also added a link to Tula's official web site. I would recommend adding a few subcategories about Tula such as Sport, Education, and Culture. There is some helpful info on the official site that can be used to create those sections. It would make Tula's page look more like those of other cities and would flesh it out. For instnace, under the Culture section, I would add museums. There are several, with small museums such as the Samovar museum, Museum of the Pryanik, and others like the Yasnaya Polyana, the Tula Kremlin, Tula Museum of Weapons, the "Zooexotarium" and so on. Under sports I would add stadium info and their soccer/football team Arsenal. Those are only a few examples. Anyway, just some suggestions --

Rifle "statistic"
The statement that Tula produced more SVT-40's than Mosin Nagant models needs citing. This is almost certainly incorrect, given that Tula had been producing 91/30's since 1891 and only started producing SVT-40's in 1940.

Assuming there is no problem with the licensing of individual images (and at the first glance there doesn't seem to be any), I think it's a definite improvement. Thanks for doing this!
