I've read an article about these laser guns in 1995 "Oruzhie" magazine (in fact, here are scans for verification sake:
page 1,
page 2). Might I ask you why should it be a hoax? A portable laser for burning through spacesuits and damaging optical sensors was well within the range of cold war technology.

The amount of energy required to burn throught that would be considerable, and even considering man-portable lazer for that task is completely irrealist. The pact about pucturing spacesuits should be scrapped.
