Flag as copyright violation
There is obviously an ongoing copyright violation issue being considered by admins on the contents of the article. However, I don't think the flag could be a copyright violation. First of all, the state no longer exists, and it has no real successor, and therefore its copyright, if any, should be considered to have lapsed. Second, assuming that the rights still exist, the use of a flag should be fair use. --

The flag image that was used was taken from the website "Flags of the World," which I happen to also work for. There was a policy set out by them that says their images are not allowed to be used for comemrcial purposes. Non-commercial images were banend from here since May of 2005. However, since when I looked at the flag, I could just draw it myself and release it under
GFDL. Deal?

I have removed the copyvio tag. It doesn't look the like the text of the article is copied from the cite listed. If there is remaining concern about the state of the image that should take place on the image's page not the articles page (since the article can remain without the image). If I'm in error about this, drop me a line! --best, kevin ···

Capital
I've changed it to Kalgan (i.e. Zhangjiakou) for now. First that's where the state was established, second I've seen no reference to the capital being Guihua (i.e. Höhhot), except on wikipedia and derived sites, third I have seen references to the capital being Kalgan as late as 1943 (for example Walther Heissig, Ostmongolische Reise, Darmstadt 1955, S 144ff).
