Does the opening of this station in tandum with the nutralization of cuba's debt, imply that the united states could be the target of these recent developments. And a followup question would be is there any evidence that Russia plans on using this station to start collection american intel once again?
I'm unable to view the Russian material on my computer, so am wondering if there's a typo in this Wiki article and it should be 2014 and not 2004.
Could someone else look at that Russian language source? Thank

The source article doesn't seem to mention 2004 (although I can't read Russian). Google translating the
article on Russian Wikipedia, I see:
"Since 2004, due to the deterioration of Russian-American relations, the Russian leadership considered the possibility of recovery of the Russian base in Lourdes. In early 2014, negotiations with Cuba on this issue intensified."
