The reason why I put the current planning work in the same article as the Authority itself (instead of separating them out like
California High-Speed Rail does) is because there is no official name for the system, lines etc. Once it starts getting built (if it does), then creating separate articles for the announced sections (e.g. Sydney-Newcastle high speed rail line) should be considered, and this article should just be about the Authority itself.
