The architects that designed the town hall were Griffiths and Considine who described the building thus:

The overall treatment to the elevation is a confident Victorian free style interpretation of classical architecture...(the facades employ a multiplicity of classical elements including pediments, rusticated floor, Corinthian pilasters, pediment windows, urns, string courses, heavily moulded architraves and bas relief decoration - all rendered to appear stone...at the roof level "classicism" give way to an exuberant array of towers not encountered in classical architecture.
Unlikely. Later company. But worth putting back with a little rewrite. Suspect they did heritage council assessment or revamp at most. Hope this helps. Like the art generally.

While this quote may certainly be unlikely, I will check my resources. I did get the quote from a book of that time, but I will try and find more evidence. --

Sorry, I was unclear. The only unlikely part (from my dodgy memory) was the bit I struck out. "... that designed ..." Everthing else is good. I meant fix (if needed) and put it back, today. Maybe I should have left it there.

The Italian-style Town Hall was designed by the well-known Melbourne architects Grainger and D'Ebro and officially inaugurated in 1887, the year of Queen Victoria's Jubilee. The massive and richly decorated tower, with the black swan which is the emblem of Western Australia, has a steep mansard roof. On the ground floor of the Town Hall is the tourist office.
