Article implies floods are still ongoing, but title hasn't been changed. As of my writing this, there is only one Watch and Act left in Mildura according to emergency.vic.gov.au, which will likely be gone in the next few weeks. I think it's appropriate for a discussion on what to do with the page.

ABC News today had a piece on current flooding in South Australia with emergency declarations still in force. I'm okay with adding 2023 to title to reflect the ongoing situation. -
