At the time the draw was made on 8 December 1991, Russia was known as the Soviet Union and competed at
UEFA Euro 1992 as the
Commonwealth of Independent States. Following
the USSR's dissolution, Ukraine proposed to arrange a separate tournament for all successors of the Soviet Union. Georgia and Armenia supported the proposal but it was blocked by Russia.[4] The final decision on succession was taken on 1 June 1992 at the FIFA Executive Committee meeting in
Stockholm.[4][2][5]
