Is the intention of this template to welcome new editors to wikipedia or to interest Australian wikipedians in the project? Just wondering as it will greatly determine the content of the template.

No - the intention of the welcome message is to welcome new wikipedians who seem to be interested in Australian topics and draw their attention to the Australian wikiproject. Another template might be required to let already welcomed users know of the project's existence.--

I agree we shouldn't aim to replace a standard welcome to Wikipedia. I don't see any problem with following up after an initial welcome with a localised version to let them know we exist. --

Agreed, i think we need two templates, one for active editors of related articles ("hi, we exist") and another one for new members of the project ("welcome to the project heres what you can do") which I have started making at {{Welcome-au/temp}}.
