When I created the redirect, 2006, information regarding the CIA using the enhanced interrogation techniques at the black sites had just begun entering the public domain. Neither "enhanced interrogation techniques" nor "black sites" was included in public discourse. However, at the time, there were scattered references to new CIA techniques, "professional interrogation techniques." The term was used by Porter J. Goss, the director of central intelligence in testimony before the Senate Armed Services Committee March 17, 2005, see "Questions Are Left by C.I.A. Chief on the Use of Torture". • Disambig I understand where this redirect is coming from, but my first thought was not networking but public transportation (which doesn't use the term "latency" in this manner). We have Schedule delay and Traffic congestion but I don't think either is primary, and they certainly don't cover all transportation delays (e.g. late trains, aircraft delays, etc). We have specific articles like Air travel disruption after the 2010 Eyjafjallajökull eruption but no central list or category for them I am aware of, nor an overview article about them. I would expect to find something about this in an article about airline scheduling but if we have such an article it isn't linked from template:Commercial air travel, although several of the articles in Category:Scheduling (transportation) would make good see-alsos. • Comment books use the term transport delay in communication systems, computer simulation models like Verilog, flight simulators, power systems, control systems involving feedback, and networks so the engineering definitions are primary topic.   Thryduulf, I always appreciate casting a critical eye on policies and guidelines in the interests of better serving readers, but I think you're advocating for something disambiguation pages simply aren't meant for. MOS:DABMENTION need not be followed slavishly—I think phrases like "transportation delay" or "delays in transport" would suffice here—but the resulting dab would have to function as navigation for readers regarding that particular phrase. It's not a matter of word association: if all we can do is list things that have to do with delays in transport, we're essentially just curating a list of search results. Post 1970 there are lists for each year or month that don't specify non-state (e.g. List of terrorist incidents in 1988 which includes the Pan Am Flight 103 attack that Libya accepted responsibility for). Of maybe 100 entries under Category:Lists of terrorist incidents, List of (non-state) terrorist incidents in Sri Lanka is the only other one that specifies "non-state". Retarget to terrorism?
