Comment fwiw, the topic ban wouldn't prevent them working on the project, merely limit their scope. I'm not convinced it's a good project idea, though, and did ask some questions on their talk page today, which I think they may have removed (I am on mobile - it is a pain). -

Keep Hi, everyone. I created the Wikiproject Centre of Muslims. It is created to improve the articles about places with more than 80% of Muslim Population. After sometime the percentage will be reduced to 50% (places with majority Muslim Population). Similar wikiprojects are working like in the case of [
Australia], The only difference is that their scope is countrywide and scope of this Wikiproject is larger, i.e
Muslim World. --

Delete. We don't categorize cities by the majority faith of their inhabitants, and we don't need a wikiproject that imposes such a categorization through the backdoor. Also obviously no viable user base for such a project, plus the name is ungrammatical. As for userfication, I can see no sense in that, as the whole purpose of a wikiproject is an activity that's not restricted to a single set of pages. This thing would be nothing without the plethora of templates, categories, talkpage taggings and user-talk notifications it's already spreading all over the place.

Fut.Perf., This wikiproject will focus on all kind of areas, not just cities. They could be countries or larger regional bolcks. There are many articles on Wikipedia which categories the areas by the majority faith of their inhabitants. I think as long as the following articles and other like them exist, the need to improve these articles also exist. Thus, a WikiProject which aims to do exactly that is not a bad idea.

Metropolitan90:, Being an active WP:Islam member, I hardly think that it is going to work as you say it. Delete is what I think is better because we already have WP:Islam very less active. That's what I'm seeing there. Geography task force would probably not fit in there as of now. -

Delete/'Merge into Wikiproject Islam - This seems a somewhat arbitrary project. The project creator at ANI said that this project would cover areas that have over 80% percent Muslim populations. Why 80%? Why not 75%? Why not 90%? Projects should cover obvious and logically sound topics. -
