Of course, there is an exception to
WP:SMALLCAT, so it is a matter of judgment whether these are useful for navigation. Personally I would merge the 1500s and 1700s, but keep the 1800s categories. –

Merge all my understanding of the smallcat exception is that we don't pick off individual years in the middle that are small but instead set a consistent round-number cut-off around the point at which there start being enough articles per year and merge everything earlier than that to decades or centuries. From my investigation. that cut-off point for establishments in Tunisia is around the 1920s, so all categories before this one should be merged.

Oppose - for 1880s (7 articles in all) and 1890s (2 articles but to match 1880s) the targets should be categories for those decades. Support for rest, as there seem only to be a few items per century.
