Oppose Per
WP:SMALLCAT: "Avoid categories that, by their very definition, will never have more than a few members, unless such categories are part of a large overall accepted sub-categorization scheme". It this case the sub-categorization scheme is
Category:Children by person, with the children of other Roman emperors.

Delete. There is only one child. Absurd overcategorization and there are very few categories of this nature (just a handful all created by Dimadick in 2019). The others should also be deleted.

Delete It's insane to categorize something which there is only one of. There are many cases when having "Children of X person" is helpful, such as when there are several children and a person, there is a page dedicated to the topic of the persons children, or at least one of the children has their own category which can be placed in the parent category. Being a child of an emperor (or other imensely powerful figure) is a pretty defining trait, but for this case its clearly not helpful.

Delete -- The category scheme cited by Dimadick is one whose very existence is questionable. The accepted minimum for a category is 5 members and we should generally stick to that. The merit for such a category scheme might be to provide a long genealogical series of them, but I do not consider that a useful use of the WP category system.

Reverse merge - The text "Countries completely surrounded by only one country" will do very well as a headnote for that, as the term will not be obvious to every one.
