Function details: It runs daily and checks if there have been any user talk pages added to Category:Administrators without tools since its last run. If there have been, it then sends notifications to (appends Template:GetMop/Notice to the talk pages of) users who have signed up at Wikipedia:Administrators without tools/Endorsers. It gets links to user pages and user talk pages on that page using mw:API:Links to get the list of users.
