WP:POLITICIAN. Since he hasn't been elected yet, also fails
WP:CRYSTAL. And I'm not sure he would be notable even if he were elected to such a humble office.

Young mayors may be notable, but young candidates for city council are not. The only source in the article that mentions Payne mentions him as part of wider election coverage, not as a subject in his own right. So even if this were a notable election,
WP:BLP1E would apply. -

Delete. It's doubtful if even the elected mayor of a city of under 40,000 population would be considered automatically notable, so a candidate for a place on the city council is way below the bar.
