Unelected candidates for office do not qualify for Wikipedia articles per
WP:NPOL — if you cannot make a credible and
properly sourced case that he was already notable enough for a Wikipedia article before he was named a candidate, then he does not become notable enough for a Wikipedia article until he wins the election. Delete, without prejudice against recreation on or after October 19 if he wins.
