Delete. Biographical article, tagged for notability since 2011 with no substantive improvement, of a person whose main claim of notability is that he was an unsuccessful candidate for mayor. This is not a claim that passes WP:NPOL, but there's very little substance here to claim that he's notable for anything else -- and the sourcing here is all either deadlinked or local coverage about his death.
