Delete. As written, this doesn't even state any notability claim at all — it just calls him a politician, says he graduated university and then ends there without even stating what political role or roles he might ever have held. Of the five sources that survived my stripping of all the invalid
WP:CIRCULAR "references" to other Wikipedia articles, two completely fail to mention his name at all, but merely contain a mention of somebody else with the same surname who might have been a relative of this person — but neither this article nor the sources state that as a fact, and at any rate notability is
WP:NOTINHERITED, so being related to a notable person is not a notability claim in and of itself. And of the three sources that do mention Vicente, one is a
primary source and the other two are raw tables of the vote totals in elections that he lost. But people don't get Wikipedia articles just for being unsuccessful election candidates, either. Nothing here is a valid basis for a Wikipedia article at all.

Delete I can't find anything that shows notability.

Delete fails our notability guidelines for politicians. Only sources are unreliable or passing mentions.

Delete One rule is that articles need to be written in English, which this article is not.
