Fails notability under wp:npol 3. Very minor local politician who had a ceremonial position. Removal of previous prod was based on an assertion ("City councillors in England and former mayors are notable") that is plainly not wikipedia policy. No other former mayor of Colchester has an article except those who have gone on to higher office. Inevitable that some activities of a mayor will be reported in local press: that low a threshold would allow articles for every head teacher, manager of a local section of a medium sized business or religious pastor. Articles for other former mayors have been created, but have been redirected to Mayor of Colchester (which is about the article that points to them anyway, except surname pages and name disambiguation).   • Delete – Per nom, nothing but very local news. Here he wins his councillor seat with only 699 votes, far lower than politicians usually need for a separate article. According to our article on Mayor of Colchester, the office goes to "the most senior councillor of one of the political groups, who take it in turn".
