  • 'Delete I can imagine systems of nomenclature where "Chief Secretary" might be a government minister, but it seems very unlikely for an an "Additional Chief Secretary". " Managing Director for Madhya Pradesh Urja Vikas Nigam Limited." is a little more difficult, but following gthe link it seems to be the state representative of a national department. So there's no intrinsic notability. This seems a routine description of a mid-level government executive; The swards mentioned are to the projects, not the individuals, and it is impossible to tell to what extent he really has primary personal responsibility pr just happened to be in charge of he agency at the time.
