Delete. Terribly written article, the references it cites aren't what I would call 110% notable. But just to be certain, I searched online and I found zero results.

Keep and rewrite. Government minister of a de facto independent state in Africa, coverage is slim for anything to do with Somaliland, but there are some relevant hits on a search for "Saeed Sulub", and lots of material in Somali for his name, "Siciid Sulub Maxamed".
