  • Delete. Neither local authority councillors nor unsuccessful parliamentary candidates get an automatic presumption of notability per WP:NPOL, but the purely WP:ROUTINE sourcing here demonstrates neither the volume nor the geographic range needed to deem her a special case over and above all the other local authority councillors and unsuccessful parliamentary candidates who don't have Wikipedia articles.
