h-index is not a great measure of determining reputation. The average h-index will vary quite a bit by discipline for example. It's also specifically noted
here that h-index is of limited usefulness in determining notability for academics.

Keep. The citation numbers are strong enough for
WP:PROF#C1 regardless, but I'm especially impressed that he is getting numbers like that for work written in Indonesian. Usually using localized languages for academic work significantly reduces its citability. —
