  • Delete. Kiev is obviously a large and important enough city that politicians at the municipal level would be accepted as notable if they could be properly sourced — this, however, is referenced not to media coverage about him but to media coverage of other things written by him, which is not the kind of sourcing it takes to get him a Wikipedia article, and it's written remarkably like a résumé rather than an encyclopedia article.
