Delete- A minor character and an article almost entirely dedicated to in-universe summary. The two references are to a website which does not appear to be a reliable source (and would appear to give more notability to the actor than the character in any case). I don't think a redirect to List of Babylon 5 characters would be helpful either, since I can't see anyone searching for it with the brackets (and we can hardly point Number One there!).
