Article PRODded with reason "Non-notable relatively new journal. Not indexed in any selective databases, no independent sources. Does not meet WP:NJournals". Article dePRODded by article creator (who is director of the organisation providing online access for the journal). However, PROD reason still stands. Hence: Delete.
