Keep per
past precedent. We almost always keep the popularly-elected mayors of large cities, especially ones that are regionally important and having millions of residents. This compares, to a mayor elected by the city council of a city of 1/4 million residents, which would not be automatically notable. I would also argue that
Srinagar is important as a major pilgrimage site of several religions, even though it's not as well known in the United States.
