Well, it seems like a couple of those lines are actually more about Mazzarella than Lubrano. But in any event, I think you may be able to make the case that
WP:CRIME doesn't adequately cover this situation as he is not most notable for the crimes he committed, but rather that his position as a Capo of a major family makes him notable. However, he just doesn't seem to have substantial enough of a record to justify having his own article. And I think you're right that the
Lucchese crime family article is quite large already, but if it were to be split up, it would probably best be split into sections broader than giving each member of the family their own page--maybe one page for all "Current family members" to which pages like this could redirect?

Comment I like your idea about splitting up the Lucchese crime family article into a new article for current Lucchese crime family mobsters. Each mobster who does not pass WP:Crime could have his own section.--

It should be noted that he was "Wanted" by the FBI, not to be confused with Ten Most Wanted...There are lots, and lots of people "wanted" by the FBI. Take for example the results for
New York State.
