The former alderman of a municipality of approx. 11,246 people is not significant beyond the local level. Deletions that demonstrate this case are the temporary deletion of Tom Cullerton from January 2012 until November 2012.
He has not been a candidate for "higher" office in over seven years. Candidates for office do not necessarily qualify as notable. Deletions that assert this include David M. Gill ( | talk | history | protect | delete | links | watch | logs | views) who ran for Congress multiple times, Greene County State's Attorney Matt Goetten ( | talk | history | protect | delete | links | watch | logs | views) and the temporary deletion of Tom Cullerton ( | talk | history | protect | delete | links | watch | logs | views)</ref> who ran for the same level office (State Senate) and was the PRESIDENT of a Village with approx. 22,000 people.

Neither his unsuccessful candidacy for the State Senate nor his smalltown city council seat get him past WP:POLITICIAN — and as the article's only reference is a primary source (the list of aldermen on the city's own website...which, better yet, doesn't even have his name on it anymore!), he hasn't even cleared the WP:GNG bar in the first place.
