WP:BLP of a person notable only as a local city councillor in a city not large enough to confer notability on its city councillors (only major metropolitan global cities on the order of London can give their councillors an automatic inclusion pass), and sourced exclusively to primary sources with no indication of the reliable source coverage necessary to get a non-metropolitan city councillor over the "more notable than the norm" hump.
