Delete. WP:BLP of a person notable primarily as an officeholder at the county level, which is not a level of office that gets a person over WP:NPOL -- and the one thing here that might make her more notable than the norm for a county recorder, the controversy around long lines in the primaries, still just makes her a WP:BLP1E. While her name can certainly be mentioned in United States presidential election in Arizona, 2016, this is not grounds for a standalone BLP of her as a person separately from that. The event has national coverage; that coverage is not about her in a substantive enough manner to make her a suitable topic for a standalone BLP separate from the article on the event. Notability is not inherited, so the fact that it's Maricopa County does not entitle her to special treatment different from the way we would handle this if it were any other county in the United States.
