Delete. While consensus formerly allowed city councillors in Winnipeg to be considered notable per WP:NPOL #3, that consensus has now been deprecated as no longer applicable. There's no substantive evidence here that he's more notable than the norm for a city councillor, however; the referencing is actually entirely to primary sources with the exception of a single news article about him being sad about an accident.
