WP:BLP of a person notable only for serving as a city councillor. Mobile AL is not a global city for the purposes of WP:POLOUTCOMES, but fact that a handful of local media hits exist is not in and of itself enough to get a city councillor over the bar, because every city councillor everywhere can always show five or six local media hits. Rather, the notability test she would have to clear is that she could be shown to be getting nationalized coverage that marks her out as significantly more notable than most other city councillors -- but that's not in evidence here at all.
