Delete Fails
WP:NBIO. The single columbia.edu reference is unreliable, and does not establish notability.

Keep As Pakistan's Minister of Communications, satisfies
WP:POLITICIAN. As the author of at least 14 books, including 4 held by over 400 libraries each and each cited more than 80 times, meets
WP:PROF criterion #1. Covered in multiple books and at least one other encyclopedia, so easily meets
WP:NBIO. The article is no longer an orphan (not that being one is a valid reason for deletion) and any NPOV problem can be dealt with through editing. --

Keep, obviously, per
WP:POLITICIAN, and probably other notability guidelines that I haven't checked because that one is enough.
