Delete. West Monroe is not large enough to hand its mayors an automatic presumption of notability under
WP:NPOL #2 just for existing, but this article is not sourced well enough to get him over the "more notable than the norm for a not inherently notable class of topic" hump. Of its 17 footnotes, about half are
primary or unreliable sources that cannot support notability at all, while the remaining half that are media coverage are purely local media coverage whose range and depth and volume is not even slightly out of the ordinary for what every mayor of everywhere could always show. This is not enough to make a smalltown mayor a special case over and above most other smalltown mayors.

sources. I added to the page a long profile that ran in the
The News-Star in 2004, and also the 2005 obit. Article certainly passed
WP:BASIC an I note that he was a journalist and a newspaper owner in addition to being a mayor.
