This subject is the topic of coverage by related parties (primary sources, including IBE, the University of Geneva, and the International School of Geneva (Ecolint). However, in-depth coverage by multiple unrelated parties appears not to exist; just
WP:LOTSOFSOURCES that are primary.
One primary source even laments that nobody has paid attention to this subject's publications. This subject fails
WP:GNG and
WP:NACADEMIC.

Just noting: Hameline wrote for the University of Geneva, a source that is not independent of or unrelated to this subject.

Regardless of the affiliation, this is still an article by an academic who specializes in the field in a peer-reviewed journal. Additionally, as far as I can tell, Hameline is not affiliated with UNESCO/IBE.
