Program a category-like 'topic tag' system specifically for talk pages, separate from existing categories but similar in function, except tags work on sections not whole pages, and syndicate section headers to a main talk page for that topic.
Editors would tag talk page sections with 'topic tags' and then those tagged section names (headers) will be listed on a syndication page for that topic.
Topic syndication pages should be limited in number and logically cover all Wikipedia articles. -
