The link you provide actually details a set of instructions from the ANC for what people bringing estelades and banners should do, which is what is reflected in El País. Your link does not say that what El País says is biased, nor that the ANC did not indeed call for such actions, and here in Wikipedia we should abide by what sources say (also keeping in mind WP:PRIMARY).
