So who is responsible for inaccurate and unverified information with no sources. I see things that are factually inaccurate and I was trying to enhance a page by adding sourced materials that is accurate.

To answer your question, removing incorrect information is fine; adding new information can be problematic. When you are unblocked: If something is factually incorrect, you are allowed to remove it directly, but please be careful when doing so, and consider requesting an edit on the talk page of the article instead. I’m not paid for anything? I noticed some information was incorrect as I use Wikipedia frequently for general information and informations sources. At this point I’m a little confused I was instructed to create a new account, after being instructed to change my name, and now I’m being asked to justify why I am blocked?

the whole process and my answers have been chaotic, un-inviting and unfriendly; I'm sorry for that. I'll try to provide an overview of the situation below.
The account
Pghsathletics made edits to
Penns Grove High School. These contained the text "online", which incorrectly triggered an automated filter that was meant to prevent a completely different type of edits on high school articles. The edits have incorrectly been prevented from ever appearing on the page.
The account
Pghsathletics was blocked solely for its username, asking you to "simply create a new account", or to appeal the block. The reason for this block was
WP:ORGNAME, a part of Wikipedia's username policy: "Usernames that unambiguously represent the name of a company, group, institution or product" are prohibited.
You chose to appeal the block, which would normally have been a mere formality. However, the block appeal was written in a way that concerned me (see the first "Decline reason"). To enforce a discussion about these concerns, and to prevent the simple creation of a new account, I have disabled the ability to create a new account.
You asked a question ("So who is responsible for inaccurate and unverified information...") that remained unanswered until now. Short answer:

You requested a new username, "PGAD1", as the "Penns Grove Athletic Director 1".
The request was declined because your proposed name still does not comply with the requirements. It
implies shared use. "Usernames that are names of posts within organizations, such as 'Secretary of the XY Foundation', are not permitted, as such a post may be held by different persons at different times." You must choose a name that represents you as an individual. It doesn't have to be your real name; a pseudonym is fine.
You proposed using your real name. This is possible, but please read

paid editor, and need to say so clearly.
Are you editing Wikipedia in your free time? Then you seem to have overstated how "official" this account really is. This is a common pattern: Someone claims official representation, notices that it isn't a good thing on Wikipedia, and then denies official representation. We'll need to know how "official" your edits really are. If you are a teacher editing in their free time, who has never even told any colleague about their Wikipedia editing, then please say so. If the director has kindly asked you to deal with Wikipedia, please say so. We currently lack this important information, and all we need is clarity and openness.
