You stated on the talk page that not much has been published about him but that you personally vouched for his notability. Unfortunately that's not enough; see our notability guidelines and specifically guidelines for biographies. You can re-create an article on the same subject provided that you include citations to reliable sources supporting assertions of his notability. (But honestly this does not look like a case where the subject really is notable.)
