I've just reviewed your contributions, and a high proportion of them consist of adding negative material about living people sourced to Wikileaks cables to their biographies. This has continued despite the above warning, and is a clear and serious violation of the core policy

I agree, but this editor looks like a newbie who was blocked without explaining him the policy, even though he came with a question to RSN (assuming this is not an alternative account). At any event, he must request to unblock at this page if he wants be unblocked.
