The "recognition" of Northern Cyprus by Nakhichevan is invalid, as the Republic of Azerbaijan to which it is subject, does not recognize Northern Cyprus, but recognizes the Republic of Cyprus instead.

They are using the census. Choose "Ireland" and "Stock of foreign-born population by country of birth, by year" (they use POST (HTTP) so I cannot give you the direct link). They state in footnote 1: Data for 1996 came from Table "Usual residents (and present in the State on census night) by place of birth, Census 1996"; Data for 2002 came from Table "Usual residents (and present in the State on census night) by place of birth, Census 2002". The reference you added with this edit, in support of a statement about migration of Turks from Romania and Bulgaria to London in the wake of EU enlargement, actually says nothing about Romania, Bulgaria or London.
