All these commons images will be gone soon. They either have to be replaced with truly free images, added to en:wiki as fair-use, or discarded; and all the other wikis using these images should be notified.
There are three tasks: (add your status above if you are working on an image)
1. Can they be replaced or claimed as fair-use?
- can you find a free image? e.g. is there a free picture of
Kim Campbell somewhere?
-upload it to commons!
- can the existing image be uploaded to our wiki?
- historic and notable image of an event or thing that can't be reproduced? (yes)
- image of a non-living person used in an article about that person? (yes)
- image of a notable non-existing building? (yes)
- image of a living person you could go take yourself? (no)
- image of a building or place you could go take yourself? (no)
- update the page above with your conclusions
2. Upload a non-free image to en:wiki and claim fair-use
- find the image on the LAC website
- download the image to your local drive, note the size in pixels
- prepare the image description page
- copy the text from the commons image page
- place at the top {{KeepLocal}}, since it's a duplicate of a commons image
- make sure "Restrictions" includes "no derivative works, written permission needed to copy"
- update or add the {{LAC}} template, inside the braces put
- LAC|<negative#>|<MIKAN#> OR
- LAC||<MIKAN#> if you don't know the negative#
- note that even if the original uploader didn't know the negative number, when you click "View online" on the LAC site, the negative number is displayed between the thumbnail and larger image
- replace any existing license template with:

- if it's an Expo 67 image, add [[Category:Expo 67 images]]
- add a FUR for each article where the image is used:
- option 1: use {{historic fur|<article>|<LAC#>}}
- <article> is the article where it's used without square brackets around it
- <LAC#> is "LAC #" + the negative number or the WIKAN number, whatever you used to find the image on the LAC website
- option 2: add the generic {{Non-free use rationale}} template to explain why it should be used. Edit the section below to find a copy-paste-change example of the template parameters.
- best to get this all ready on an edit page before uploading the image, the bots will flag a new image pretty quick
- use a slightly different filename to avoid a name conflict
- in the Summary box, put 'Uploading non-free image to replace commons "<original name>"'
- leave Licensing at "None selected" and tick "Ignore any warnings", then Upload.
- really quick, edit the new image and paste in your prepared image description; do it quick or you will have "new messages" from a bot
- if it's a different image name, change each article to use the new local image
- update status above, including the new image name
- wait a few days to see if there are complaints
3. Notify other wikis that the image will be deleted soon
Check where the image is being used by following the link to commons and clicking "Check Usage" there
A. Images not used on the English wiki
- place a notice on each article on the other wikis, use the text in "Sample notification text for other wikis" below
- update status above to show when you made the notice
B. Images on en:wiki where a non-free image has been uploaded locally
- wait 4/5 days after the image upload, to be sure it doesn't get nuked here
- place notices on all xx:wiki articles, using the text from "Sample notice - FUR image on en:wiki" below
- update status above with the date you made the notices
C. Images that don't qualify as fair-use
- for instance, an image of a living person that just shows what they look like is not fair-use
- address English wikipedia, ie. remove the image from the article
- notify other wiki's as in A.
- update status above with the date
