State positions?

Does this stub apply to someone like Mary C. McLaughlin who held a state government position? I'm from UK so not familiar with US situation, but the wording "a non-elected position in the federal government of the United States" reads to me as a national position, not state-level. The UK equivalent is worded "a person involved in governance in the United Kingdom or its predecessor states ", which seems to include both national and local government.
