This template should not have African people stubs as a subcat. "Note: Please only use this tag if a national template is not available. E.g. please tag a person from Benin with {{Benin-stub}} but not {{|tl|Africa-bio-stub}}." That is from the African people stubs header. I am reverting it back to my edit, which is correct stub policy.--
