Flags
Right now, this template has a rather odd combination of naval ensigns and civil ensigns; The flags for Brazil, Spain, and the United States are all civil-only flags, instead of naval ensigns or jacks. Before going in and making changes, I figured I'd drop a note on the talk page and see if there is a reason it is arranged this way, and see if some sort of consensus can be forged to come up with a consistent format.
