The article meets all criteria for inclusion, but the hook needs work. New: The article was created on 10 Sep and nominated on 12 Sep. Length: The article has 4135 charactes, easily exceeding the 1500 character limit. Cited hook: The proposed hook needs work: while it's sourced to a reputable offline source (assuming good faith), it does not actually contain the words "elite panic". I realize this is not an ironclad requirement and piping is technically OK, but IMHO the word "panic" is pretty key and the hook is weak without it. "...that elite panic has been used to describe a fear of civil disorder during disaster events", perhaps? Or "...that reacting to fears of civil disorder during disaster events by calling off search and rescue and focusing instead on protecting private property has been described as elite panic"? Policy: To the best of my knowledge, the article meets core policy such as notability and has no outstanding maintenance tags. One nit: I don't see how the mention of unclear public comms at Fukushima ties into elite panic though? QPQ: Done. Jpatokal (
