This sounds like a made-up word. The first ten Google hits don't use the term in the sense used in this article. It's mostly organizations called Youth Voice whatever. I'm not disputing the concept, just the term. Also article needs serious work.

The article does need serious work, because there is a significant body of academic research, social practice, and theoretical development that specifically addresses youth voice that does need cited. Your simple scan is evidence of the social practice. Continue watching for the rest to be added.

I can certainly back up the existence and importance of "Youth Voice". It is a real concept that gets discussed a lot in certain circles.
