When making statements that could upset people that live in the neighborhood (like issues of crime) you HAVE to cite, otherwise you'd be viewed as non-neutral.
Yes, as the instructor stated above, be careful labeling the neighborhood as "struggling" or crime-ridden, etc, especially when no citation is used.
It would be helpful if you gave more information on Campus Partners. Everyday readers will not know what this is. Also, in a way, it seems misleading to tout the South Campus Gateway as a primary commericial area within Weinland Park. Yes, it's within the neighborhood's boundaries, but it serves OSU students primarily and it rarely serves the residents of Weinland Park. I would make this clear in the article.

The relationships you claim here make sense (Weinland as part of the university district) but the location of you place the information in makes it seem like the first claims are unsupported. With a book source you might consider adding multiple reference in texts so the reader knows everything you claiming is supported by the book and just the one claim.
