The list of makers by country does not make any sense. Waterman is owned by an American company, the pens are made in France. Montblanc is owned by an American company, the pens are made in Germany.
The text of the page says that the French subsidiary of Waterman absorbed the American company. Waterman pens are made in France. On these bases, I would list Waterman under France. The fact that Waterman is owned by an American company isn't, IMO, the issue.
Ruler? No idea what that is. Did a little looking around. Still no idea what that is. It was added here with no explanation. I suspect it's not supposed to be there so I'm going to remove it. Just wanted to mention that Frank D Waterman (mentioned in this article) founded the Florida Hospital Waterman in Eustis, FL 1923 [1] 2601:881:8102:2F00:2501:6F55:C230:2E3 ( talk) 17:40, 29 August 2016 (UTC)

I have most of an original Waterman magazine ad.
Unfortunately, the magazine name and any date had been removed in order to frame the picture that appears on the reverse side.

Personally, I think some of the info from the ad could, and should, be worked into the entry.
